02Why do the cities differ so much?
Each city decides what counts as a 311 request. Chicago's figure leaves out information-only calls and airport noise; San Francisco logs every street-cleaning request. Compare a building against its own city, not one city against another.
03Do complaints show who filed them?
No. The public dataset carries no names or contact details, so a report shows what was filed at an address, never who filed it.
